If you want a holiday in China, the first surprise is the group rule. The Chinese Embassy’s rules for applicants in Pakistan list tourist visas only for groups of at least 5 people, with an invitation from China. This guide explains what the rule says, why most agents and individuals cannot simply apply, and how a group trip works.

What the rule says
Both the Chinese Embassy in Islamabad and the Consulate General in Karachi describe the tourist visa in the same words: it is “issued to tourists visiting China in a group of at least 5 people.” The key document is an Invitation Letter for Tourist Group, issued by the tourism authority in China (usually the local Culture and Tourism Bureau) at the request of a travel agency in China. The official visa centre’s tourism checklist, updated August 2026, says the same.
Why you cannot just apply on your own
The embassy does not publish a reason for the rule, so we will not guess at one. What matters in practice is this: the published rules for Pakistan contain no checklist for an individual tourist. Without a group invitation, there is no tourist application to make. A solo traveller or a couple has no tourist route to apply on.
Why an ordinary agent cannot arrange it
The invitation does not come from you or from a travel agent in Pakistan. It is issued in China, by the tourism authority, when a travel agency in China asks for it. So any agent offering China tours needs a working partner agency in China that plans the itinerary and requests the invitation. An agent without that partner can fill in forms, but cannot produce the one document the tourist visa depends on.

How a group trip works
- 1Form the group
At least 5 travellers on the same itinerary. Families and friends can travel together as one group.
- 2The agency in China plans the trip
A travel agency in China sets the itinerary and asks the tourism authority for the Invitation Letter for Tourist Group.
- 3Everyone prepares their own file
Each traveller fills in the online form and brings a passport (6+ months valid), a CNIC copy and a police character certificate if 10 or older.
- 4Submit and travel together
Files go to the Chinese visa centre in Islamabad, Lahore or Karachi. Once the visas are issued, the group travels on the planned itinerary.
What being on a group visa means
Chinese embassies that publish their group visa rules describe a single group visa form, with every member listed in order. They also say members may not travel separately or leave China on their own without a permit from the local Public Security Bureau, which the group organiser applies for. Plan to stay with your group for the whole trip.
If a group trip does not suit you
| Your situation | Route to ask about |
|---|---|
| Visiting suppliers, trade fairs or business contacts | Business visa (M), with an invitation from a company in China |
| Family in China who are Chinese citizens or permanent residents | Family visit visa (Q2) |
| Family working or studying in China | Family visit visa (S2) |
| Only changing planes in China | 24-hour visa-free transit, staying airside with an onward ticket |
